Greetings from the Global Policy Forum,

On Monday the NGO Working Group on the Security Council met with Sergio de Mello, the Under Secretary-General for Humanitarian Affairs and head of OCHA. This was the Working Group's first meeting with a member of the UN Secretariat and will be followed by more meetings of this type in the future.

Following up on our event with Denis Halliday this week, we have added a link to the Iraq Action Coalition. This site has a lot of information on Iraq sanctions in addition to articles by Halliday. In his talk, Halliday pointed out that as pressure on the Security Council mounts, the month of April may be a turning point on Iraqi sanctions. Additional GPF postings on Iraq this week follow the progession of the Iraq situation.

Four additions to the site this week are relevant to the UN financial crisis. "Citizens' Charge on the U.N." was written by Jessica Mathews, the president of the Carnegie Endowment for International Peace, when she was a senior fellow at the Council on Foreign Relations. Although the article was written in 1995, Mathews' discussion of the role of NGOs and the importance of global conferences is more relevant than ever.

The link to Privatization News leads to this online publication which is a resource for businesses following privatization of industries throughout the world. Privatization is a neo-liberal economic panacea which begs the question: what is the role of the State in societies and how can citizens social and economic needs best be met? We thought GPF friends should know about this site and have access to its information.

Although the Dow Jones Industrial average may be approaching 10,000, most people in the world have little cause to celebrate. Our 4 new postings on globalization highlight the continuing world financial crisies and confusion among policy makers over how these crisies should be managed.

UNICEF's State of the World's Children reports that the education in the Global South has been declining. Many other indicators of human well-being are also on the downswing world-wide.
