The consultation
took place the day before the General Assembly debate on the report of the Council.
A briefing paper was circulated
among NGOs attending. An article
describes the meeting and its followup.

Conference on Reform of the Security Council
Held prior to the
formation of the NGO Working Group, this conference laid the foundations for later
NGO work on the Council. It featured speeches by General Assembly President Samuel
