The following text is part of the WFUNA "Declaration and Plan of Action" adopted at the 50th Anniversary World Congress in Luxembourg, 26 August, 1996:
(D) UN Finances
1. Deplores the serious state of the UN's finances and underlines in particular the heavy responsibility for this borne by those Member States in arrears of payment of their dues both to the regular and the peacekeeping budgets;
2. Calls upon those Member States in arrears to settle their dues without more ado and on a fixed time schedule and calls upon all Member States to commit themselves in the future to prompt and full payment of dues as a legal obligation under the UN Charter;
3. Insists that the basis of UN financial assessments must remain the capacity to pay of each Member State, calculated on an objective and up to date basis, adjusted regularly to take account of changes in prosperity and, in this context, rejects the concept of individual Member States being considered as paying the "most";
4. Rejects the practice of withholding a part or the whole of assessed contributions as a means of bringing pressure to bear on actions or programmes properly decided by UN institutions, while emphasizing its support for appropriate measures of UN renewal and reform;
5. Calls upon the UN General Assembly to bring the present negotiations on UN financing to a speedy and positive conclusion and, to that end, endorses the Secretary-General of the UN's proposal for an emergency session of the General Assembly.
6. Invites WFUNA and all national UNAs to support the holding of a World-Wide Vigil on the Financial Crisis to be held on the evening of 23 October 1996; and
7. Urges all UNAs to lobby their governments to pay any arrears of assessed contributions and to support an early and equitable conclusion to the current negotiations on the UN's financing.
