The US Congress imposed a number of conditions on appropriations for UN assessments for Fiscal Year 1997. This page details the conditions for these disbursments, under the budget for October 1 1996 to September 30 1997.
These conditions are in addition to "withholdings" -- another kind of condition that reduces assessments in order the withhold payment for specific UN programs that Congress doesn't like. The fiscal 1997 legislation also mandates these withholdings, which total approximately $7.5 million.
The conditions imposed on disbursement are as follows:
1. Regular Budget Assessment
$150 million (amount disbursed without condition)
$100 million (conditional on certification that the UN has not exceeded its budget of $2.608 billion) $62.7 million (conditional on certification that the Office of Internal Oversight Services is operating properly)2. Peacekeeping Assessment
$282.4 million (conditional on certification that US manufacturers are being given equal opportunities for procurement in peacekeeping operations)
3. Peacekeeping Arrears
$50 million (conditional on certification that the UN has met two of three conditions: (1)savings of $100 million in annual operating budgets of certain UN programs and departments, (2)a 10 percent reduction in staff from the level of 1 January 1996, and (3)a budget for the 1998-99 biennium below the present budget level of $2.608 billion
