Note that:Not a single one of the Permanent Members of the Security Council paid on time, though France came close with a payment in early February. None of the leading aspirants to Non-Elected (Permanent) seats in the Security Council paid on time (Germany, Japan, Brazil, Nigeria) but India paid sometime at the end of February. The number of timely payers among the general membership was the highest it has been in recent years and the sums received (including partial payments) were substantially higher than they have been recently, though overall sums due the UN remained at extremely dangerous levels.
