Iraq Asks UN to Be Allowed to Pay "Dues"

Iraq has asked the UN secretary-general to allow it to pay its dues to the United Nations from the revenues of the Iraqi oil exported under the Memorandum of Understanding and the oil-for-food and medicines programme. In a letter sent by Dr Muhammad al-Duri, Iraq's permanent representative to the United Nations, Iraq said that Paragraph 8 of Security Council Resolution 1320 allows the withdrawal of 15m dollars from Iraq's account for operational and administrative expenses to pay its dues to the United Nations. This, however, has not been implemented thus far, although a total amount of 500m dollars is unfairly held in this account for so-called emergency purposes.

The letter noted that the United Nations and its specialized agencies operating in Iraq within the oil-for-food programme get great financial resources from this programme to such an extent that this programme has become the biggest financier of their budget. In addition, the letter said, they extract 3.2 per cent from Iraq's account for operational and administrative expenses.

The letter added: It is illogical and unreasonable for Iraq to become the biggest contributor to the budgets of these agencies from the money designated for humanitarian needs and at a time when it is prevented from using these funds to pay its dues to the United Nations. It has become well-known to all that the United Nations stands behind any endeavour to prevent Iraq from paying its dues from its own funds. This is motivated by its policy which seeks to use the UN mechanisms to impose an economic, military and media embargo on Iraq and wage aggression against it.
