The Economic and Social CouncilRecommends to the General Assembly that the Assembly adopt the following resolution:
The General Assembly
1. Recalling Article 71 of the UN Charter; ECOSOC Decision 606 (VI) of 1952; ECOSOC Decision 1996/31 and ECOSOC Decision 1996/297; and General Assembly Resolutions 49/252 and 51/181.
2. Decides to invite non-governmental organizations in consultative status with the Economic and Social Council and on the roster to attend open meetings of the Assembly Plenary, its main committees and its special sessions, and to make available within the United Nations documents and statements prepared by them in connection with these meetings.
3. Calls upon these bodies to establish procedures defining any further non-governmental organization participation in their work where appropriate, within the limits of the procedures already established under Economic and Social Council Decision 1996/31 and other relevant decisions of the General Assembly and without prejudice to any participation already permitted to non-governmental organizations by these bodies under existing arrangements and practices.
4. Requests the Secretary General to prepare, for consideration by the Fifty-third general Assembly, a report on existing arrangements and practices relating to participation by non-governmental organizations in organs and bodies of the United Nations organization and other parts of the UN system. The report shall describe existing practices, procedures, modalities and regulations pertaining to arrangements for participation by non-governmental organizations.
5. Decides that upon receipt of the report of the Secretary General called for in paragraph 3 above, the Assembly, during its Fifty-third session, shall conduct further review of the participation of NGOs in the work of the UN based on the report and taking into account the process and experience gained as a result of this resolution and through the arrangements for consultation between non-governmental organisations and the Economic and Social Council.
6. Requests the Committee on Non-governmental Organizations and the Department of Public Information to review their lists of accredited non-governmental organizations and to ascertain, from information to be supplied by such organizations, which organizations remain both active and interested in maintaining their accredited statues, with a view to removing from the lists those which are not or which do not respond to these inquiries. Further requests the ECOSOC Committee and DPI to adopt their working methods to provide greater efficiency, and accountability in the work on accreditation on NGOs.
7. Requests the Economic and Social Council and the Department of Public Information to consider and to submit recommendations to the General Assembly on the question whether a scale of fees should be established in connection with applications by non-governmental organizations for consultative or roster status or for renewal of accreditation, including the range of such fees and the criteria for waivers of such fees where appropriate.
