Statement by GPF Director James Paul on "International Cooperation in Tax Matters"

This statement was made at a Meeting of the UN Economic and Social Council on April 26, 2011 – An Agenda Item on “International Cooperation in Tax Matters”


Mr. President:

Global Policy forum has worked on tax issues relating to development for over a decade.  We are concerned that states are losing hundreds of billions of dollars in essential revenue due to incapacity to collect taxes – as a result of transfer pricing, destructive tax competition, secrecy jurisdictions, and other related problems.

The world needs better transparency, cooperation, coordination and harmonization of taxes for the improvement of overall tax collection – to support essential state functions and to mobilize resources for development.

Mr. President, we think that universal input into this tax process through the UN is vital, and we would like to see a stronger UN process – both through more resources and through seriously strengthened institutional arrangements.
