Campaign to Re-elect Annan at UN

The Organization of African Unity opened a campaign today to have Secretary General Kofi Annan re-elected to a second five- year term. Mr. Annan, a Ghanaian who most diplomats say would be hard to beat, has said he will make a decision this month on whether to seek re-election.

His term expires Dec. 31, but the Security Council could name a candidate at any time between now and then. The General Assembly then votes on the Council's choice, virtually always without disagreement. Mr. Annan, who is 63, has made significant management changes within the United Nations and helped to improve relations with Washington.

But there are two possible hurdles to an easy re-election, diplomats say. In some influential developing countries, he has provoked opposition because he has supported intervention by the United Nations when governments abuse their people. Some of the strongest criticism has come from Asia, coincidentally as some argue that it is Asia's turn to hold the office.
