Secretary General Election 1996 Incumbant Secretary General Boutros Boutros Ghali sought a second five-year term. In spite of wide support, he ran into firm opposition from the United States. In the end, his bid was defeated and Kofi Annan was elected Secretary General in late December. These materials consider the election, its drama and significance. Though the secretive and haphazard election process left much to be desired, it produced in this case a person who many think will be an excellent Secretary General.
