Prince Zeid Ra’ad Zeid Al-Hussein, Permanent Representative of Jordan to the UN and a former civilian peacekeeper addresses the problems of sexual exploitation and abuse by UN peacekeepers. The Zeid report calls on troop-contributing countries to accept special measures against sexual exploitation established by the General Assembly as binding for all troops. He further recommends the establishment of "a permanent professional investigative mechanism" based in the field, which will gather "evidence to satisfy the requirements of national law" to ensure that sexual offenders are prosecuted once they return to their home countries.

Report on the Panel of UN Peace Operations
The Secretary-General asked the Panel on United Nations Peace Operations, composed of individuals experienced in various aspects of conflict prevention, peacekeeping and peace-building, to assess the shortcomings of the existing system and to make frank, specific and realistic recommendations for change. The recommendations focus not only on politics and strategy but also and perhaps even more so on operational and organizational areas of need.
