Financing for Development Status Report

DPAD/DESA Programme Officer February 25, 1999The first working session of the Ad Hoc Open Ended Working Group was opened with statements by the Secretary-General, the President of the General Assembly, and the President of ECOSOC.
H.E. Ernst Sucharipa, the Permanent Representative of Austria, and H.E. Kamalesh Sharma, the Permanent Representative of India, are serving as vice-chairpersons of the Ad Hoc Working Group.
During the three-day session (9-11 February 1999), formal statements were also made by 36 delegations. (See the FfD website for copies of distributed statements. Also see Briefing notes by International Institute for Sustainable Development (IISD)).
The Working Group then scheduled 8 informal sessions to review each of the "major elements" identified in the Index Report (A/53/470). The eight topics were divided into two groups. During the week of 15 March 1999 four topics will be discussed. The first group of topics include: (1) Mobilizing domestic resources for development
(2) Mobilizing international private financial flows for development
(3) International financial cooperation for development and
(4) External debt (bilateral, multilateral, and commercial) During the week of 6-9 April the second group of four topics will be discussed. These topics are (5)Trade and financing for development
(6) Innovative sources of financing
(7) Governance of the international monetary, financial, and trade systems and
(8) Interrelationship between major elements and other special topics The next formal meeting of the ad hoc working group is scheduled during the week of 3 May with a final report to the General Assembly expected in June.
A wide range of delegations indicated that they wished to continue to engage the business community and civil society in the preparation for the international consultation in 2001. Over the next months civil society and business will be invited to participate in the upcoming panels and briefings for the ad hoc working group.
