1992 - 1994

The end of the cold war in the early 1990's created a unique opportunity for strengthening global co-operation. In April 1991 some three dozen public figures met at the "Stockholm Initiative on Global Security and Governance" forming a international commission to built a more effective system of world security and governance. In April 1992, the Commission's co-chairs met with UN Secretary General Boutros Boutros-Ghali who commended the initiative and assured them of his support. By September 1992, the Commission was established with twenty-eight international members, who all served in their personal capacities, independent from governments or organizations.

Our Global Neighbourhood (November 1994)
The report of the Comission on Global Governance presents proposals for improving the world's governance and centers its recommendations on reforming the United Nations bodies. The report contains some interesting ideas, though some argue that its proposals to eliminate ECOSOC and otherwise shrink the UN may have given added impetus to the movement for "downsizing."
