Resolution for Local Authorities
in the United States

Whereas: The United Nations is an indispensable organization for the promotion of international peace, humanitarian relief, development, environmental protection, health and labor standards, and the defense of fundamental human rights.

Whereas: Every member nation of the United Nations is responsible for paying its share of the budget, as stated in Article 17 of the UN Charter, as a basic obligation under international law.

Whereas: The United States government has failed to honor its commitments and has not paid the dues it owes the United Nations -- being now $1.7 billion in arrears, almost twice as much as all the other countries of the world combined.

Whereas: The United Nations cannot carry out its tasks without adequate financial resources.

Therefore, Be it Resolved: That we call upon the Congress of the United States and the Executive Branch to act immediately to comply with its international treaty and legal obligations, as well as its moral obligation, to pay all assessed United Nations dues on time, in full and without condition, including unpaid dues for past years as well as those for the current year.

Be it Also Resolved: That we declare October 23, 1999 "UN Finance Day" in recognition of this urgent concern.

Be it Also Resolved: That a copy of this resolution will be sent to the Speaker of the House of Representatives of the United States, the President of the Senate, the President of the United States, our local Member of Congress and our Senators.
