Governments continue to debate the reform of the Security Council’s working methods. The permanent Council members, known as the P5, continue to resist change. This report raises issues about the lack of transparency and flexibility of the current practices at the Security Council. It also emphasizes the recent developments on working methods since 2006, concluding that the results have been “patchy”.
