Proposals on decision making in the Security Council and the use of the veto include restraining the possibility to resort to a veto, a change that would not necessarily require a Charter amendment. On Security Council enlargement, the Working Group puts forward a proposal for regional representation, with additional permanent seats for Asia, Africa and Latin American and Caribbean states.

2003 Report (July 3, 2003)

This report contains annexes suggesting improvements in working methods on topics ranging from the veto to ad hoc missions of the Security Council. [A/57/47]

2002 Report (March 18, 2002)

This report includes a Conference Room paper submitted by the Bureau of the Working Group on enlargement and reform of the working methods of the Security Council. In the absence of agreement on enlargement, the Working Group recommends member states come to an agreement on the addition of non-permanent members only.

2001 Report (March 15, 2001)

The Working Group makes a number of suggestions on the use of the veto requiring Charter amendment, some as radical as eliminating or curtailing veto power. In the Conference Room paper incluced in this report, the group also suggests enlarging the Security Council up to 26 members, "both new permanent and new non-permanent members, both from developed and developing countries."

Full report includes proposals from previous reports. It also discusses periodic review of the Council and the veto. Annexes include two papers by delgations from Germany regarding the use of veto and from Italy, concerning legal observations on the notion of permanent membership. [A/54/47]

1998 Report (August 24, 1998)

The report shows scant evidence of agreement on reform issues. Annexes include interesting papers by delegations concerning reform issues. [A/52/47]

1997 Report (August 8, 1997)

A very brief report reflects continuing strong differences in the Working Group, but annexes provide interesting position papers by members. [A/51/47]
