Crude Calculations: The Continued Lack of Transparency Over Oil in Sudan

The 2005 Comprehensive Peace Agreement (CPA) between North and South Sudan established oil revenue sharing, but it has not delivered the expected transparency. In this report, Global Witness
identifies why the numbers given by the government and oil companies do not match, and recommends an independent audit of the oil sector. The oil sharing agreement is a cornerstone for maintaining peace in Sudan, especially if South Sudan secedes.

With a referendum on independence for southern Sudan just days away, oil sector transparency is now more important than ever to preserving the fragile peace between north and south.
