In 1993 Secretary General Boutros Boutros-Ghali requested the establishment of an independent working group to reassess the role, mission and function of the United Nations. Later that year the Ford Foundation convened the Independent Working Group on the Future of the United Nations, chaired by Moeen Qureshi, former Prime Minister of Pakistan, and Richard von Weiszäcker, former President of Germany. With a secretariat based at Yale University, the Group issued its report in 1995. Having benefited from nearly $2 million in funding, the final report caused a scandal – though extremely brief and uninteresting, it cost nearly $50, 000 a page!
