Effective in the fight for transparency - against global tax fraud and illicit financial flows

Proposals from the UN-FACTI panel

March 1, 2021, 5:00 p.m.-7:00 p.m. (CET)

The Friedrich-Ebert-Stiftung, the Global Policy Forum and the Tax Justice Network invite you to an online discussion on the occasion of the publication of the final report of the UN High Level Panel on International Financial Accountability, Transparency and Integrity for Achieving the 2030 Agenda (FACTI-Panel). Lack of financial transparency encourages illicit financial flows and corruption worldwide. Tax avoidance by multinationals leads to high tax losses. Countries in the Global South are particularly hard hit, as they are losing public revenue that they urgently need to achieve the Sustainable Development Goals (SDGs) and to overcome poverty. International tax policy, on the other hand, is defined by institutions such as the OECD, in which the rich countries of the Global North set the direction. The interests and needs of the countries of the Global South, for example when taxing multinational corporations, are often neglected. Since the beginning of 2020, the UN panel has been reviewing international institutional and legal structures for weaknesses in financial accountability, transparency and integrity. In February the body publishes its final report with far-reaching political recommendations.

What lessons should German politicians learn from the report for national legislation and Germany's international engagement? And how can Germany contribute to strengthening the mobilization of domestic resources for sustainable development in countries in the Global South, an effective fight against corruption in the financial sector and the fair participation of all countries in international regulation? We will discuss these questions with the German FACTI-panelist Heidemarie Wieczorek-Zeul and experts from politics and civil society.

  • Heidemarie Wieczorek-Zeul, member of the FACTI-panel
  • Marcus Pleyer, Financial Action Task Force on Money Laundering (FATF)
  • Ingolf Dietrich, Federal Ministry for Economic Cooperation and Development (BMZ)
  • N.N., Organization for Economic Cooperation and Development (OECD) (tbc)
  • Tove Ryding, Eurodad
