Das UN Financing for Development (FfD) Forum 2021 war das erste nach Plan abgehaltene FfD-Forum seit Ausbruch der globalen Coronakrise. Dementsprechend hoch waren die Erwartungen. Die Entwicklungsfinanzierung steht derzeit vor einer dreifachen Herausforderung: Um die humanitäre Katastrophe zu mildern, müssen Mittel zur akuten Krisenbekämpfung mobilisiert werden, zum Beispiel für die COVAX-Impfstofffazilität oder für soziale Absicherung. Fair taxation can help in fighting inequality, realizing human rights, and ensuring the implementation of the sustainable development goals (SDGs). Während Deutschland beeindruckende Zahlen bei der öffentlichen Entwicklungszusammenarbeit (Official Development Assistance, ODA) vorlegt, ist das derzeit stattfindende Financing for Development Forum der UN ein weiteres Beispiel dafür, wie auch die Bundesregierung nötige Reformen der internationalen Finanzarchitektur blockiert. Dieser Mangel an Politikkohärenz bedeutet, dass auch die ODA ihre Wirkung nicht voll entfalten kann und die Umsetzung der Agenda 2030 gefährdet wird.

Im Zuge der Corona-Krise brachen für viele Entwicklungsländer traditionelle Einnahmequellen stark ein. Die Vereinten Nationen (UN) schätzen, dass diese 2,5 Billionen US-Dollar zusätzlich an externer Unterstützung benötigen, um die gravierenden sozialen und ökonomischen Folgen der Krise zu bewältigen und die Ziele der Agenda 2030 zu erreichen.
