This briefing paper looks at the financing for development (FfD) work at the United Nations in 2020, an exceptional year due to outbreak of the global coronavirus crisis in the spring. Following this shock, FfD became a highly relevant issue on the UN agenda. Im Menschenrechtsrat der Vereinten Nationen wurde soeben ein neuer Entwurf für ein internationales Abkommen für Wirtschaft und Menschenrechte (UN Treaty) vorgelegt, knapp vier Wochen nach der Ankündigung eines deutschen Lieferkettengesetzes durch Bundesarbeitsminister Heil und Bundesentwicklungsminister Müller. Vom 7. bis 16. Juli 2020 tagte in New York das Hochrangige Politische Forum (High-Level Political Forum, HLPF) der Vereinten Nationen. Zur Stärkung unternehmerischer Verantwortung entlang von Liefer- und Wertschöpfungsketten wird national und international vielfach auf sogenannte Multi-Stakeholder-Initiativen (MSI) gesetzt. Zuletzt kündigte das Bundesministerium für Arbeit und Soziales (BMAS) an, sich im Rahmen der deutschen EU-Ratspräsidentschaft verstärkt für EU-weite Branchendialoge einsetzen zu wollen.

Das heute von den Bundesministern Gerd Müller und Hubertus Heil vorgestellte Ergebnis der Umfrage der Bundesregierung bescheinigt, dass ein Großteil der deutschen Unternehmen Menschenrechte missachtet. Ein Lieferkettengesetz wird damit unumgänglich. In einem aktuellen Positionspapier beschreibt ein Bündnis von 12 Entwicklungs- und Menschenrechtsorganisationen wie dieses ausgestaltet werden muss, um geschlechtsspezifische Diskriminierung entlang von Lieferketten zu verhindern.
